The Devoll Hydropower Project (DHP) consists of two-hydropower plants: Moglicë upper Dam and Banja Dam, which has been completed.

The reservoir created by Banja Dam have inundated the main public roads between Banja and Gramsh as well as other minor rural roads and access roads. Moglicë reservoir will inundate the main road and several rural roads in the area.

The scope of work of this project is the construction of new roads to replace those submerged by dams and create a new road network.

 

The new reservoirs have created a major barrier to the transport routes in the area and have inundated most of the flat terrain to allow road construction. The road network in the reservoir areas has complicated features and geotechnical constraints due to the existing climate and geological conditions. In some areas, the roads are relatively easy to design and construct while in other areas there are serious constraints concerning topography, geological conditions etc.

Before inundation of Banja Dam reservoir, the access roads on the South shore from Gramsh towards Banja and the main public road between Banja and Gramsh were replaced. (Section 01 and Section 03)

Several river crossings across Devoll River in the reservoir area were replaced with bridges and roads.

Before inundation of Moglicë Reservoir the main road on the North shore of the reservoir and two rural roads will be replaced.

Section 01 – South Shore of Banja Reservoir

The replacement infrastructure consists in the upgrade of the existing roads and construction of new roads on the South shore, including 2 bridges.

The typical cross section of this road and bridges is Cat V, Class C3 with a carriageway width of 3,0 m and 0,75m shoulders on each side and double seal surface dressing.

  • New road – 10.900 km
  • Upgrade of existing road – 0.800 km
  • 2 Bridges across Devoll River - 200 m
  • Pipe and box culverts and other drainage works
  • Retaining structures and slope protections

 

Section 02 – South Shore of Moglice Reservoir

The replacement infrastructure consists in the replacement roads on the South shore that will be inundated when Moglicë reservoir will be completed.

The typical cross section of this road is Cat V, Class C3 with a carriageway width of 3.0 m and 0.50 m shoulders on each side

  • New road -12.700 km
  • Pipe and box culverts and other drainage works
  • Retaining structures and slope protections

Section 3A – Banja-Drize Road / Section 3B –Drize-Gramsh Road

The replacement infrastructure consists in the replacement roads on the North shore including 13 large and small bridges.

The typical cross section of this road is planned to be Cat. III, Class C1 with a carriageway width of 5.5 m and 0.5 m of shoulders on each side and the road pavement thickness of 62 cm (Asphalt Layers 12 cm).

Section 04 / North Shore of Moglice Reservoir – Replacement Road M03

The replacement infrastructure consists in the replacement roads on the North shore. The road follows as much as possible an existing alignment in order to minimize earthworks.

The typical cross section of this road and bridges is Cat. V, Class C3 with a carriageway width of 3.0 m and 0.75m shoulders on each side and road pavement thickness of 38 cm (Asphalt Layers 8 cm).
